As outlined by a written report from your city’s auditor general’s office, Toronto is a very bad city in regards to enforcing its bylaw requiring that monkeys and horses carry licenses.
But auditor general Jeff Griffiths differs with KPMG, which recommended scrapping the controversial licensing fees, and it is advising the city’s audit committee to obtain additional aggressive to create the city’s pet owners compliant using the bylaw.

Currently, the town is collecting licensing fees to add 30 percent of dogs and 10 per cent of cats owned by Torontonians. Toronto Animal Services estimate right at the end of the year, that number is going to have risen to 11 percent for cats and 33 % for dogs.
